Important Oregon Health Insurance Update for 2027

Providence Health Plan and PacificSource are exiting Oregon's individual health insurance market at the end of 2026. If you currently have coverage through either carrier, you will likely need to select a new health insurance plan during Open Enrollment for 2027.

This change may impact many Salem residents who currently receive care through Providence providers, PacificSource plans, or healthcare systems throughout the Willamette Valley.

Following these departures, Oregon residents shopping for individual and family health insurance coverage may find plans from:

  • Kaiser Permanente
  • Moda Health
  • Regence BlueCross BlueShield of Oregon
  • BridgeSpan Health

Because provider networks vary significantly between carriers, it is important to review your doctors, specialists, prescriptions, and preferred healthcare facilities before selecting a new plan.

Important Considerations for Salem Residents

Health insurance decisions in Salem often involve more than simply comparing monthly premiums.

Many residents receive care through Salem Health Hospitals and Clinics, Salem Clinic, Northwest Human Services, specialty providers throughout Marion and Polk Counties, and healthcare systems in Portland. Network participation can vary significantly between carriers and plan types.

Additionally, Salem Health and Regence BlueCross BlueShield have experienced ongoing network contract disputes in recent years. Residents considering Regence coverage should carefully verify provider and hospital participation before enrolling.

Before choosing a 2027 health plan, we recommend:

  • Reviewing any notices received from your current insurance carrier.
  • Creating a list of your primary care physician, specialists, prescriptions, and preferred hospitals.
  • Confirming whether Salem Health, Salem Clinic, or other preferred providers participate in your prospective network.
  • Comparing Marketplace and private health insurance options available in Oregon.
  • Scheduling a coverage review with Bend Health Insurance.

If you receive a notice regarding your current coverage, contact our team. We'll help you compare available plans, review provider networks, verify physician participation, and determine which coverage options best align with your healthcare needs and budget.

While these carrier changes will require many Oregon residents to select new coverage for 2027, they also provide an opportunity to reevaluate healthcare needs and find a plan that offers the right balance of provider access, benefits, and affordability.

Understanding Health Insurance Networks in Salem

Choosing the right network is especially important in Salem.

Salem residents often receive care through Salem Health Hospitals and Clinics, Salem Clinic, Northwest Human Services, specialty practices, urgent care centers, and providers throughout Marion and Polk counties. Because provider contracts can change from year to year, it's important to verify that your doctors, specialists, hospitals, and preferred facilities participate with your health plan before enrolling.

Our team helps clients compare plans based on:

  • Provider networks
  • Prescription drug coverage
  • Monthly premiums
  • Deductibles and out-of-pocket costs
  • Specialist access
  • Travel coverage
  • Medicare compatibility

Salem Health Network Changes

Many Salem residents have questions about Salem Health and insurance networks.

Recent contract disputes have affected network participation between Salem Health and certain insurance carriers, creating confusion for consumers trying to maintain access to their preferred doctors and facilities.

Before enrolling in any health plan, we recommend confirming:

  • Whether Salem Health is in-network
  • Whether your primary care physician participates
  • Whether your specialists remain covered
  • Whether nearby alternatives are available if a network changes

Our agents stay informed about Oregon carrier changes and can help you review available options based on the providers and facilities that matter most to you.

Frequently Asked Questions

Please reach us at gary@bendhealthinsurance.com if you cannot find an answer to your question.

The Affordable Care Act (ACA) open enrollment period for health insurance in Oregon runs from November 1, 2026, to January 15, 2027. To have your health coverage start on January 1, 2026, you must enroll by December 15, 2025. If you apply between December 16 and January 15, your coverage will begin on February 1, 2026.

If you qualify for the Oregon Health Plan (OHP)—Oregon’s Medicaid program—you can enroll any time of year. In addition, special enrollment periods are available if you’ve experienced a qualifying life event like losing coverage, moving, or having a child.

Use the Oregon Health Insurance Marketplace’s free Window Shopping tool to view plans, compare health insurance plans, and explore your options for 2027.

Most people become eligible for Medicare at age 65, even if they’re still working. You can sign up during your Initial Enrollment Period (IEP), which begins three months before your 65th birthday, includes your birth month, and continues for three months after.

If you're already receiving Social Security benefits when you turn 65, you’ll typically be enrolled in Medicare Part A and Part B automatically. If not, you'll need to apply manually through the Social Security Administration.

If you miss your IEP, you may have to wait for the General Enrollment Period and could face a penalty unless you qualify for a Special Enrollment Period.
